Hah! Nothing like that, [He laughs.] It was brought to my attention that there were stray troubles in the city; but the idea of any one building safely housing as many strays as possible was...impossible, ultimately.

So the purpose of this place...is essentially one massive shelter, to protect the cats while keeping them from overpopulating; less disease, fights, so on. Somewhere they can play for that matter.
